He is the <a href=\"http:\/\/en.wikipedia.org\/wiki\/Iain_Duncan_Smith#Secretary_of_State_for_Work_and_Pensions\">Secretary of<br \/>\nState for Work and Pensions<\/a> in the<br \/>\nU.K. government and has designed the new legislation intended to deal with<br \/>\nthe so called \u2018welfare-culture\u2019. In the article he uses words that emphasise<br \/>\nhis interest in dividing the good guys (\u2018hard-working families\u2019) from the bad guy\u2019s<br \/>\n(\u2018shirkers\u2019). His language is aggressive; he in fact uses that same word with<br \/>\npride (several times he tells the reader how proud he is), picturing himself as<br \/>\na man with a mission. Marginalising vulnerable people, and turning them into<br \/>\nvillains, is a poor way of dealing with a genuine issue.<\/div>\n<div class=\"MsoNormal\">\n<\/div>\n<div class=\"MsoNormal\">\nHis<br \/>\nassumption is that most people who receive benefits are not justified in doing<br \/>\nso. Welfare has become for him and his government a dirty word rather than an<br \/>\nexpression of social care, which is the mark of a civilised society. He assumes<br \/>\nthat people on welfare prefer to be unemployed or badly paid, by choice. When I<br \/>\nlast looked, following his article there were over 900 critical comments on the<br \/>\nGuardian\u2019s website and in today\u2019s edition there are seven letters which refer<br \/>\nto his \u2018bellicose\u2019 language and his social ignorance. In his article<br \/>\nDuncan-Smith says \u2018nobody should be able to earn more in benefits than the<br \/>\naverage family earns going out to work\u2019 Agreed, writes one correspondent, but a<br \/>\nless divisive answer would be to increase the amount that work pays.<\/div>\n<div class=\"MsoNormal\">\n<\/div>\n<div class=\"MsoNormal\">\nIn<br \/>\nthat connection I have learned from today\u2019s Guardian, that there is something<br \/>\ncalled a \u2018zero-hours\u2019 contract which allows employers to escape, apart from the<br \/>\nminimum wage, all the normal conditions of employment such as holiday or sick<br \/>\npay. At the best workers can expect a monthly rota outlining their potential<br \/>\nearnings four weeks in advance, but can end up with zero pay at the end of the<br \/>\nweek. They are regularly banned from taking other jobs and have no long term<br \/>\nguarantee of employment. The employee is expected to be <a href=\"http:\/\/en.wiktionary.org\/wiki\/on-call\" title=\"wikt:on-call\">on-call<\/a><br \/>\nand receive compensation only for hours worked. <\/div>\n<div class=\"MsoNormal\">\n<\/div>\n<div class=\"MsoNormal\">\nApparently<br \/>\nthe care industry has shifted almost all staff to zero-hours contracts. It is<br \/>\nestimated that there are 300,000 care workers employed on this scheme. Retailers<br \/>\nalso use them; out of a staff of 23,000, Sports Direct employ 20,000 on<br \/>\nzero-hours contracts. According to the Office for National Statistics nearly<br \/>\none in four large companies used zero-hours contracts in 2011, which is double<br \/>\nthe number in 2004. The notorious G4S Company is amongst them. So are the<br \/>\ncatering facilities at the Tate Art Museums. Shop staff at Buckingham Palace is<br \/>\non the same scheme. <\/div>\n<div class=\"MsoNormal\">\n<\/div>\n<div class=\"MsoNormal\">\nIt<br \/>\nseems more of a scam than a scheme to me. I wonder how it fits into<br \/>\nDuncan-Smith\u2019s philosophy of social justice.
